The "CRS police" in question are the "Compagnies Republicaines de Securite" or Rebublican Security Companies. They are the riot division of the French National Police.

Most likely, the picture is from the 2005 French race riots in suburban Paris.

The riots were sparked by the deaths of two youths of African origin, ages 15 and 17. They were accidentally electrocuted at an electrical sub-station.
